A self-described grassroots campaign is pushing to put a new law before Detroit voters in November requiring developers seeking tax breaks from the city to negotiate with nearby residents about their project's impact on the environment, affordable housing and other issues. The group, called Rise Together Detroit, collected 5,460 signatures to put the law on the ballot. Its petition has been certified by the city clerk. But a newly formed group called the Committee for Detroit Jobs challenged the petition's certification, claiming nearly 2,000 of the signatures are invalid. A decision on the challenge is pending. The petition drive has revived a spirited debate about how to include neighborhoods and Detroit residents in the city’s recent surge in development. Backers of the ordinance say it's a tool to give Detroiters a much-needed voice in new developments that will shape their neighborhoods for years to come. For too long, supporters say, developers have failed to deliver on their promises to Detroit residents.
