The Kansas Court of Appeals overturned a Shawnee County District Court decision to release the names of those expressing interest in becoming a Saline County Commissioner, when the commission was expanded by two seats. After Saline County voters approved in November 2014 expanding the commission from three members to five, residents interested in being appointed to the two new districts by Kansas Gov. Sam Brown{back} sent applications for appointment to the governor’s office. The Salina Journal and Associated Press submitted separate Kansas Open Records Act requests seeking records naming all applicants for appointment. Brownback denied the request arguing the personnel records were exempt from the open records law.
