Kaufman County couple waterboarded boy, bound his genitals as punishment, affidavit says
A Kaufman County woman is in custody after she was accused of waterboarding a child and binding his genitals as punishment.
Christi Howell, 40, is also accused of beating the boy, a relative who is younger than 14 and mentally disabled, according to jail records.
Howell was arrested last week and is being held in the Kaufman County Jail on a charge of injury to a child. Her bail was set at $250,000.
Police are looking for Howell’s 45-year-old boyfriend, Casey Shackleford, who is accused of participating in the abuse. He was convicted last year of aggravated assault with a deadly weapon.
