KPD accused of racial profiling in federal civil-rights lawsuitThe Knoxville Police Department is accused in a $5 million civil-rights lawsuit of the unconstitutional profiling and harassing of young black men. Brandon Allen Foxx this week filed a lawsuit in U.S. District Court against KPD, Police Chief David Rausch and Officers Thomas Turner, Richard D. White, John Pickens, John A. Martin and Jordan G. Henderson. Although the lawsuit specifically cites the alleged stalking of Foxx by Turner and White over a 13-month period that led judges twice to declare Turner's actions legally suspect, attorney Phil Lomonaco says Foxx's case is an extreme example of what has become an ordinary practice of the agency of ginning up reasons to stop and search young black men. "(Foxx), a long-term resident of Knoxville, has, on multiple occasions, been targeted and harassed by KPD and the officers that make up the force," Lomonaco wrote. "KPD, through the direct and tacit guidance of Chief Rausch maintains and perpetuates a shadow assault on the minority community of Knoxville. This assault is perpetuated through false allegations and embellishments consisting of but not limited to: window tint, noise ordinances, taillights, wrong turns, harsh language, furtive actions and consent to any number of constitutional violations.
