SALEM — Gov. Kate Brown has been quick to note the circumstances that catapulted her into the state’s highest executive office in February 2015. An alleged influence peddling scandal engulfed John Kitzhaber’s administration and led to top Democrats — including Brown — putting pressure on the three-term governor to resign at the start of his fourth. His final days in office mired by reports that his fiancee, Cylvia Hayes, furthered her private career as an environmental consultant in part from the outsized role she played in the governor’s administration, Kitzhaber quit under federal investigation. Serving in her second term as secretary of state at the time, Brown was next in line for governor.
