To reel in the kind of economic development coups that governors boast of, Virginia routinely grants millions of taxpayer dollars to private businesses large and small. But the promises those companies make in return — to deliver jobs and invest in infrastructure — come up short a third of the time. Some of the biggest companies in the world — and biggest givers to Virginia politicians — have reaped millions of dollars of state subsidies over the past decade, state records show. Enthusiasm for deals over the past decade sometimes meant the state put up more than $50,000 for each promised job. Sometimes, it granted funds when there was no promise of new jobs — or even a promise to protect existing jobs.
