State lawmakers work to revise Oklahoma's forcible sodomy law to protect unconscious victimsOKLAHOMA CITY — Lawmakers on Wednesday began to advance a bill to revise Oklahoma’s forcible sodomy law after a court ruled that the existing statute did not protect victims who were unconscious or intoxicated. State Rep. Scott Biggs said his House Bill 2398 was signed out of a conference committee, the first step in moving the legislation forward. “The bill is absolutely necessary. It makes crystal clear we want to protect victims of this horrific crime,” said Biggs, R-Chickasha. He said the measure was made necessary by a ruling of the Oklahoma Court of Criminal Appeals, which upheld a lower court’s dismissal of a Tulsa County forcible sodomy case.
