Abbott names longtime aide Smith to head Texas social servicesAUSTIN — As expected, Gov. Greg Abbott on Tuesday selected longtime aide Charles Smith as Texas’ next social services czar. “Charles Smith is a proven leader ready for the challenge to take the helm at Texas’ Health and Human Services Commission,” Abbott said, announcing Smith would replace retiring executive commissioner Chris Traylor on June 1. Cecile Young, who has been Traylor’s chief of staff, won a promotion. She will replace Smith as chief deputy executive commissioner, Abbott said. “I am confident that under Charles’ and Cecile’s continued leadership, [the commission] will continue to improve the agency’s efficiency and accountability to Texas citizens,” he said in a statement.
