Inner-city landlord Will Sherard must stop gaming the system and pay $39,728 in building code fines within 60 days, plus an additional $24,822 one year after that, according to a new order issued by a municipal court judge. Sherard is one of the landlords spotlighted in Journal Sentinel stories in April for avoiding paying court fines for building code violations or property taxes even as they continued to purchase new central city properties to rent out. For example, Sherard was fined $45,184 on one day in October 2011 for about 100 building code violations on six of his central city rentals. He has only paid $5,584 on those fines. Meanwhile, he has paid $636,000 cash to buy 63 houses at weekly sheriff's sales as foreclosed properties are auctioned off, the Journal Sentinel reported. Sherard's most recent purchase came in March when his Morocco Investments LLC bought a home on 48th St. for $13,000, Patrick Leigl, an assistant city attorney, told Presiding Municipal Court Judge Phillip Chavez during a hearing Friday. Sherard or his company own at least 100 Milwaukee properties, Leigl said in arguing Sherard should be ordered to pay his fines.
