Mark Dayton: ‘I will not sign the tax bill’ without a special sessionMinnesota Gov. Mark Dayton on Thursday spelled the near doom of the Legislature’s tax bill, which contains tax help for working families, students, the quest for a St. Paul major league soccer stadium and other treasured provisions. “I’m not going to sign the tax bill with a $101 million error,” Dayton said. “I’m not going to sign the tax bill until we have a special session.” The Democratic-Farmer-Labor governor’s new stance, he said, was predicated on the messages House Speaker Kurt Daudt and Senate Minority Leader David Hann, both Republicans, relayed in the last 24 hours. Dayton had said on Wednesday that if legislative leaders agreed to fix the costly error in the measure they sent him — a misplaced “or” rather than an “and” — in a yet-unset special session this summer, he would sign the tax measure by his midnight Monday deadline.
