SHEPHERDSVILLE, Ky. — With a packed docket in Bullitt Family Court, Judge Elise Givhan Spainhour works her way through stacks of red files — each case representing a child or children involved in a case of abuse, neglect or dependency. And in each one, Spainhour appoints a Court Appointed Special Advocate — a trained volunteer authorized by the court system to represent children, meet with them, follow them through the months or even years it takes to resolve a case, report to the judge and serve as a sort of cheerleader for the child's welfare. With hundreds of family court cases pending in Bullitt, Spainhour knows there's no chance every case will get a CASA volunteer. But she keeps trying. "If I can get a volunteer for one child, it's a good thing," Spainhour said. "They give children an honest-to-God voice."
