A three-month time limit on food stamps for unemployed or underemployed adults age 18 to 50 who aren’t disabled or raising minor children means about 10,000 Pennsylvanians lost food stamp benefits as of June 1. The time limit had not been in effect for many years because of high unemployment in the recession and its wake, but as unemployment rates fell, the federal rule took effect this year in Pennsylvania. The time limit applies only to non-disabled adults without minor children in their household who are not working at least 20 hours per week. Critics charge that this is in effect punishing people who may want to find work but are unable to do so, and the requirement could sweep up those such as veterans, people who were recently incarcerated, or others who are truly needy. About 15,000 individuals were scheduled to exhaust their benefits on May 31, according to the state Department of Human Services, but after reviewing each case individually, DHS found about 5,000 people were exempt, leaving 10,214 exhausting their eligibility. Of those individuals, 1,795 live in Allegheny County, according to the department.
