Guam Memorial Hospital bailout proposed without tax increasesThe chairman of the legislative health committee proposes a government of Guam borrowing that would help Guam Memorial Hospital pay $30 million worth of bills, including to medical suppliers, but won’t involve raising taxes. “Raising taxes is not the solution,” said Sen. Dennis Rodriguez Jr. in an email about his legislation, Bill 340. “Bill 340 doesn't intend to borrow beyond what is needed to extinguish GMH's vendor debt,” Rodriguez said. “This is the priority at this time; we need to ensure our hospital has the supplies to care for our people.” Rodriguez’s Bill 340 offers a different borrowing approach from the $425 million in new borrowing and refinancing, and rebuilding of an entire wing at the government hospital, which the governor recently proposed to help GMH survive.
