Governor Proposes Bills to Keep Medical Specialists in Puerto RicoIn a last-ditch effort to stem the flow of doctors -- an annual average of 347 in the past 12 years -- Gov. Ricardo Rosselló has sponsored several bills to discourage professional specialists from seeking greener pastures off the island, including a drastic tax cut. The tenuous island economy has in recent years forced the exodus of many doctors -- usually to the States -- in search of better working conditions and higher salaries. The measure, part of a series of initiatives to be developed over time -- would establish a 4 percent fixed tax on medical earnings over a 15-year period. The current percent is 33.
