Gov. Dennis Daugaard signed into law Monday a proposal to set new penalties for protesters who trespass into restricted zones. The legislation would allow the governor along with a local sheriff and the commissioner of school and public lands to prohibit groups larger than 20 from congregating on land under state supervision. It would also set up additional penalties for protesters who trespass into areas deemed special safety zones. Because the bill contains an emergency clause, it took effect immediately upon signing. Supporters including the governor's office, law enforcement officers, county commissioners and others said approving the legislation would help the state prepare for protests anticipated to surround the construction of the Keystone XL Pipeline.
