Gov. Jack Markell unveiled his $4.1 billion budget proposal Thursday that, among some familiar themes, included two items of special interest to state employees. The governor wants to give state workers a raise of 1 percent or $500, whichever is greater. That would cost the state about $18 million. But he will face pushback with the other proposal: Changes in health insurance coverage, including premium increases for current employees and a different plan for new hires. While state leaders appear to have some money to work with at the present, administration officials say health care costs will make the government's finances unmanageable if there are no changes.
