The priority of the governor and legislature as they begin the three-month session starting Wednesday has to be figuring out how to pay for the commitments the state has made. State government faces a daunting $4 billion in budget deficits over the next three fiscal years. It simply isn't taking in enough income to cover its expenses, despite two large tax hikes since Gov. Dannel P. Malloy became governor. The state's biggest expense is public employee salaries and benefits. They account for more than a third of spending. That's not surprising considering that personnel costs are often an employer's biggest expense, state government is the largest employer in Connecticut and the state's work — providing services — is labor-intensive. But adding to that expense is that Connecticut pays its employees more than any other state, and the private sector, does.
