Governor's proposals to fund education only a 'Band-Aid,' David Boren saysGov. Mary Fallin is offering a “Band-Aid” to a patient in serious condition, University of Oklahoma President David Boren says. “It’s time for a comprehensive funding plan for education,” Boren said in a prepared statement released after the governor’s State of the State speech to lawmakers on Monday. “The patient is in serious condition and a Band-Aid is not enough. The people deserve a chance to vote for a real solution.” Boren was responding to the $178 million carved out for teacher raises in Fallin’s fiscal year 2017 budget proposal.
