Citing worries from lawmakers who’ve expressed concerns over the public hospital’s ongoing financial woes, Gov. Eddie Calvo introduced a measure targeting the Legislature’s $1.3 million in unused funds to help pay down the hospital’s debts. The Guam Legislature has a long-standing practice among lawmakers who don’t spend all of their office funds — they carry over their unused monies to the following term. If a senator is leaving office, they can transfer the remaining balance of their budget to any of their colleagues or appropriate it to a separate government agency. Before the end of the 32nd Legislature, lawmakers passed legislation from former Sen. Mike Limtiaco who didn’t run for re-election and wanted to appropriate his unused budget balance of $75,000 to the Guam Memorial Hospital Authority. Former Sens. Chris Duenas and Aline Yamashita, who both lost their seats in the November 2014 elections, had remaining balances of $907 and $17,037, respectively. Yamashita rolled over her left over funds to Sens. Tommy Morrison, R-Umatac, and Brant McCreadie, R-Agana Heights. Duenas’ funds lapsed into the central office.
