Voters would be asked in November to change the process for nominating appellate judges under a bill approved in the House on Thursday. The bill would seek a vote on changing constitutional provisions enacted after a 1965 bribery scandal involving Oklahoma Supreme Court justices. Under current provisions, a Judicial Nomination Commission vets candidates to fill vacancies on the state's appellate-level courts, the Supreme Court, the Court of Criminal Appeals or Court of Civil Appeals. The panel recommends to the governor the top three candidates to fill a vacancy and she decides who gets the job. Under House Bill 3162, voters would get a chance to change that so that the panel sends the governor a list of all applicants who meet the constitutional and statutory qualifications. The commission could choose to score each applicant on a 0-10 scale and provide that information also.
