A Guam lawmaker has introduced legislation that would let voters decide whether to repeal pay raises given to government of Guam employees in accordance to the Competitive Wage Act of 2014. The Wage Act was a government-wide pay adjustment plan that used recommended salary levels from a compensation study conducted by the consulting firm Hay Group. The pay adjustment plan included the salaries of classified and unclassified government employees, as well as appointed and elected officials. The bill’s author, Sen. Tommy Morrison, R-Umatac, said the Wage Act was meant to be a “one government” approach to adjust government salaries. Referring to attempts to repeal pay adjustments for certain government workers, Morrison criticized other senators for politicizing the issue of pay raises.
