During his State of the Island Address, Gov. Eddie Calvo announced plans to partner with Sen. Dennis Rodriguez Jr., in an effort to borrow $120 million for capital improvements at the island’s public hospital. Stating that the hospital has the worst business model, Gov. Calvo said financing $120 million in capital improvement would yield $30 million in immediate available cash for the Guam Memorial Hospital Authority. That $30 million would be “on top of revenue-generating programs we are implementing,” Calvo said. “We can secure a low interest rate if we do this now, and we identified the repayment source.” The governor continued urging lawmakers to support the proposed endeavor as well as Rodriguez’s measure that will initiate a request for information that could lead the government down the path of partially privatizing GMH.
