Some Guam lawmakers who voted against a measure last week that could give the island’s attorney general more authority in government litigation said, in their opinion, the bill adds “bureaucracy” and undermines the “autonomy” of local government agencies — reasons that prompted their no votes. The bill’s author, however, has said the measure could save Guam taxpayers from footing costly legal bills and could prevent a situation similar to a recent $14 million judgment against Port Authority of Guam. Bill 30-33 passed Friday in a 9-6 vote. Gov. Eddie Calvo has yet to sign or veto the bill. Three Democrats and three Republicans voted against the bill. Some of the Democrats said they were concerned about adding another layer of bureaucracy. One Republican senator said the bill would limit the governor’s powers.
