The big ugly legislation is now the big ugly law. Gov. Andrew Cuomo has signed this year’s version of the annual end-of-session omnibus package. The administration is specifically highlighting the piece that deals with so-called zombie properties. The omnibus package includes a number of miscellaneous goodies, including a one-year extension of mayoral control of New York City schools, a one-year extension of state control of the New York Racing Association and an extension of the deadline for school districts to implement a teacher evaluation system. Cuomo’s Thursday morning appearance in Solvay was his first of three for the day highlighting the zombie properties piece. Cuomo also will appear in Manhattan and Hauppauge on Long Island. A zombie property refers to an abandoned home that has been foreclosed upon by a bank yet is not tended to by anyone, often leading to blight. Under the legislation, banks will have a pre-foreclosure duty to maintain vacant and abandoned properties. Banks would incur daily fines if they don’t maintain the properties.
