PROVIDENCE — Gun-permit legislation championed for years by local allies of the National Rifle Association — that did not appear to be going anywhere — almost cleared the Rhode Island General Assembly in the final hours of the 2016 session. "And then it blew up," according to state Rep. Charlene Lima, the Cranston Democrat asked by House Speaker Nicholas Mattiello to try to negotiate a compromise between the warring sides in the perennial gun debate. One side tried — and failed — to wrest guns, at least temporarily, from the hands of people under restraining orders or convicted of misdemeanor domestic abuse. The other side wanted to remove perceived roadblocks to issuing concealed-weapons permits and eliminate for these permit holders the seven-day waiting period to buy a gun. Neither side got what it wanted. But a week after the largest mass shooting in U.S. history, the Rhode Island gun lobby came close.
