Attorney General Jim Hood said the Legislature’s grab of state agencies’ trust and special funds is legally and constitutionally flawed and called it a “cover-up” to hide gaping shortfalls caused by corporate tax breaks. Republican Lt. Gov. Tate Reeves continued to defend lawmakers’ special-funds sweep and criticize Democratic Hood. Hood said he expects many agency leaders — including the state’s fiscal officer who directs the flow of money — will follow his legal advice and continue to collect and spend trust and special funds as per usual until lawmakers fix things. Otherwise, he warned, there’s likely to be litigation and dire cuts in state services.
