Despite Gov. Matt Bevin’s recent executive order abolishing the state pension system’s board of trustees and its governing rules, a meeting comparing its administrative costs and transparency issues raised by Republican lawmakers remained civil Monday. The Public Pension Oversight Board Co-Chair Sen. Joe Bowen, R-Owensboro, started Monday’s meeting by saying it was not the place for a member to put forth their political agenda or editorialize their position given the contentious topic of one of the nation’s worst-funded pension systems. During the 2016 legislative session, Bowen championed a “super transparency” bill that — if it had passed in its original form — included many of the changes Bevin’s executive order will accomplish if it passes Franklin Circuit Judge Shepherd’s legal muster. Aside from the House Democrats, many favored the numerous measures of transparencies in Bowen’s bill which would raise the curtain on administrative costs and called for all contracts and fees be made available to the public.
