A federal lawsuit accuses Brookings police of using excessive force and making false allegations during a 2012 arrest. Tamra Welbig, 45, is suing the Brookings Police Department, claiming she was unnecessarily slammed to the pavement by police, then wrongly charged with a felony. The lawsuit centers on excessive force, violation of free speech, false arrest and violating civil rights. According to a federal complaint: Three officers were sent to Welbig’s apartment at 503 15th St. South in Brookings to provide medical assistance. Officer Jordan McCaskill tried to question Welbig, who was sitting in the passenger seat of a Dodge Durango with the door open outside her apartment.
