State leaders have scrounged up $29.5 million in taxpayer money to spend on capital projects, but only by siphoning money from other accounts throughout government. Fiscal officials warned the state may be running out of places to find that kind of cash in future years if budgets remain tight. And even with the extra money, many members of the Bond Bill Committee said in a meeting Wednesday that the state needs to tackle long-term budget reforms so it can afford to spend more on capital projects. "We've got to take care of our house," said Rep. Quinton Johnson, D-Middletown, and the committee's co-chairman. "We just cannot sustain the level of maintenance that we are giving."
