Delayed three months, report says Start-Up NY created 332 jobs last yearThe Start-Up NY program created 332 jobs in 2015, according to a report released late Friday afternoon by the Empire State Development Corp. In the Capital Region, nine companies participating in the program created 32 jobs last year, according to data provided by ESD. They include Hudson Valley Fish Farm Inc. and Furlocity, a website that connects pet owners to businesses. The program, one of Gov. Andrew Cuomo’s most highly touted initiatives, gives new and expanding businesses the opportunity to operate tax-free for 10 years if they set up shop in designated zones on or near eligible university or college campuses, or other tracts specifically selected for such development. The benefit covers business, corporate, sales, property, state and local taxes as well as franchise fees, plus income taxes for the companies and all their employees. The report’s release late in the afternoon on the Friday before a long holiday weekend — generally accepted by public officials as the most propitious time to release bad news — was taken as a sign that the Cuomo administration was less than pleased with the data.
