Rep. Cameron Sexton, R-Crossville, and his fellow members of the “3-Star Healthy Project” task force deserve kudos for proposing a serious plan to expand health insurance coverage to some of Tennessee’s most vulnerable. Is it a perfect plan? Not at all, but then neither was Gov. Bill Haslam’s Insure Tennessee plan, nor is the Affordable Care Act’s Medicaid expansion provision. All of these plans are iterations of a belief that overall health care costs will come down if the most vulnerable and unhealthiest of us change our behavior and reduce the need for drastic and remedial care. It is a big bet, and, so far, the payoff seems elusive in the states that expanded coverage. Big investments generally require a lot of patience, we may well see the kind of cost reductions and improved health outcomes that were the selling points of the ACA, but big investments also require diligent re-examination and adjustments. The 3-Star Healthy Project proposal may be a better path — at least it is a path.
