CHEYENNE – City Councilman Richard Johnson’s quest to eliminate out-of-date city codes continued Wednesday, as yet another Johnson-sponsored ordinance won approval from the city’s Public Services Committee. In the past, Johnson has tackled spitting on public sidewalks and the carrying of melee weapons. He was also a driving force behind an ordinance allowing residents to keep backyard chickens within the city limits. Now, Johnson seeks to address the city’s code on indecent exposure – specifically, the clause that prohibits people from appearing in public while “indecently dressed.” Appropriately clad in one of his signature shiny satin shirts, Johnson explained his reasoning at Wednesday’s committee meeting, arguing that standards of decency have changed through the years and what might have been considered indecent 50 years ago is perfectly acceptable – or at least widely tolerated – today.
