Governor Charlie Baker on Monday proposed $5 million in job training initiatives to help the chronically unemployed, building on the $83.5 million investment in vocational education he announced last week. The initiatives include the creation of a new fund for community organizations that provide job training and $1 million to expand employment programs for people getting out of prison. There is a great disconnect between people struggling to find jobs and employers in need of workers, Baker noted. Often skill sets don’t align with available jobs. This funding is intended to help bridge that gap. The state’s overall unemployment rate is lower than the national average, at 4.7 percent, state officials noted, but is between 7 and 12 percent for African Americans, Hispanics, people with disabilities, and recently returned veterans.
