Mississippi Gov. Phil Bryant unveiled his budget ideas, calling for tax cuts and proposing education policy changes during his annual State of the State address. Speaking Tuesday evening at the Capitol, Bryant says he wants to increase spending on the state's troubled foster-care system during fiscal 2017, which begins July 1. He says he wants legislators to give a "blue-collar dividend" by providing some sort tax cuts that he didn't specify. Bryant is pushing for public school choice and calling for legislators to remove barriers for charter schools. He also wants to eliminate the election of school superintendents and go to a system of appointment by local school boards.
