COLUMBIA — The Senate's ambitious road-funding plan is no longer in the express lane. A move to quickly approve a framework for restructuring the state's highway commission was detoured Wednesday morning when some senators questioned the process by which a subcommittee approved a plan Tuesday without the panel's two Democrats. The resulting debate, which caused the Senate Transportation Committee to adjourn and the subcommittee with all five of its members present to reconvene, exposed differences of opinions on the issue, from what areas commissioners represent to how counties within each district should rotate representation. "It's not going to happen anytime soon," Senate President Pro Tempore Hugh Leatherman observed at one point about agreement on restructuring.
