Budget, lottery, teacher raise among key issues for Alabama lawmakers
The sparring over tax increases has mostly come to a stop. But that's not because the budget is fixed. Tough choices on paying for state services will again be the dominant issue when Alabama lawmakers begin the 2016 legislative session on Tuesday. Last year, it took legislators almost seven months and two special sessions to pass a budget.
