CONCORD — Hybrid car owners worried about having to pay a highway usage fee can rest for another year. The House Public Works and Highways Committee voted unanimously to establish a study commission to determine if state agency information systems are capable of assessing the road usage fee proposed in House Bill 1602. The proposed highway usage fee was intended to ensure that owners of hybrid and electric vehicles pay their fair share for using the state’s transportation system. But opponents at a public hearing last month said it discriminates against fuel-efficient vehicle owners and low-mileage drivers, a House committee was told Tuesday. Under the plan, vehicle owners would have to pay a fee based on federal fuel mileage estimates to replace the fuel tax the state highway fund has lost due to fuel efficiency and alternative-fuel vehicles.
