Gov. Tom Wolf’s administration is imposing new temporary limits on the number of vacant staff positions that can be filled at state agencies under his jurisdiction as a way to curtail spending, at least until a complete state budget is adopted. Mr. Wolf’s spokesman Jeffrey Sheridan said the new “complement ceilings” were ordered because the unfinished budget that was adopted in December “significantly under-funds critical functions of state government” and does not address the state’s long-term structural budget deficit. The governor’s budget office arrived at the new workforce limits by reviewing each agency’s current and past staff size as well as the funding available under the budget bill that was passed by the Republican-controlled Legislature and partially vetoed by the Democratic governor in December. “Though some vacancies will not be filled, positions will not be eliminated,” Mr. Sheridan said. “The governor’s office is directing agencies to be very mindful of all operational expenditures at this time.
