Rauner: Delay won't change veto plans for higher-education billGov. Bruce Rauner Tuesday said he still intends to veto a bill authorizing spending for community colleges and college grants despite a request from Senate President John Cullerton that he reconsider. Rauner accused Cullerton, D-Chicago, of “playing games” with the bill. “He’s using it as political messaging,” the Republican governor said. “He’s holding out false hope to these students.” Last week, Democrats in the legislature pushed through a bill authorizing $721 million in spending for grants to needy college students under the Monetary Award Program and for community college operations. They did it even though Rauner’s budget director urged him to veto the bill because it did not contain a funding source and would only add to the state’s bill backlog.
