A local bridge-building company and three individuals paid more than $1 million to resolve claims they defrauded a federal program meant to help women- and minority-owned businesses, U.S. prosecutors said Wednesday. The case concerns the Bridge Avenue Bridge project over the Mohawk River in Cohoes. According to a statement from the U.S. Attorney's office, the owner of Watervliet-based ING Civil, Corey Ingerson, was preparing to submit a bid in 2009 to the city of Cohoes to rebuild the bridge. Ingerson reached out to John Leary, a salesman at Rexford Albany Municipal Supply Co. (RAMSCO) for a quote on materials, officials said. Leary explained that RAMSCO could provide the materials and bill them through American Indian Builders & Suppliers (AIB), officials said, thus satisfying the project's goal of having a woman- or minority-owned contractor.
