Harrisburg can't tax its way to financial recovery, council tells stateHARRISBURG- Harrisburg can't tax its way to financial recovery. That was a refrain repeated Wednesday night by frustrated Harrisburg council members after reviewing a series of proposed changes to the city's recovery plan. The state-appointed financial coordinator and his team of consultants presented possible amendments to the recovery plan originally approved by the court in 2013. The meeting Wednesday represented the second such meeting to review possible changes to the plan. Revenue estimates from the original recovery plan haven't fully panned out, leaving the city with a structural budget deficit going forward. The proposed changes were designed to help the city close its budget gap and get out of the state's Act 47 program for financially-struggling municipalities by 2018.
