House panel punts on bill to ban personal use of campaign fundsLegislation to ban the personal use of political campaign funds, an ethics proposal touted by Gov. Terry McAuliffe, is likely dead for the year after a House of Delegates subcommittee voted Thursday to put it off until 2017. The bill, pitched as a way to formally outlaw a practice that’s already banned in most states, ran into trouble when a subcommittee on political campaigns raised concerns about the gray area between the personal and professional and questioned whether lawmakers are actually abusing the loophole. Del. John M. O’Bannon III, R-Henrico, asked about a scenario in which a candidate had to buy a new shirt after getting wet on the campaign trail. “I then need to go ask the Department of Elections if that’s legal or not?” O’Bannon said.
