Gov. Earl Ray Tomblin said Thursday he’s frustrated that, with the legislative session half over, West Virginia lawmakers have made no move to address major budget deficits totaling $820 million or to come up with a balanced budget bill for 2016-17. “During my tenure here, I’ve always tried to be fiscally responsible and do what’s right for the state, and for the people of the state,” Tomblin, a former Senate Finance Committee chairman, told the Gazette-Mail. Tomblin said he has proposed a “responsible, balanced budget” that makes $170 million of tolerable cuts to agency budgets, while closing budget gaps with reasonable revenue enhancements, including a small increase in the state’s tobacco tax and eliminating what he described as West Virginia’s exemption on sales taxes on telecommunications. “I’m a little frustrated none of these bills are being talked about right now, halfway through the session,” Tomblin said.
