'Padi' bill, expanding pet owners' rights, is sent to Gov. ScottTALLAHASSEE — What started as a grassroots effort to save a dog’s life in Manatee County created momentum here that has paved the way for a new state law expanding animal owners’ rights. Without discussion or opposition, the Florida Senate approved Rep. Greg Steube's “Padi" bill, legislation inspired by a Manatee County dog set to be euthanized last summer for biting off part of a child’s ear. The vote was 40-0. The bill had already unanimously passed the House, and the legislation will soon be sent to Gov. Rick Scott, who will decide whether or not the bill should become law. The "Padi" bill affords more rights to dog owners whose pets have injured or harmed a human. Under the bill, pet owners have the right to appeal euthanasia decisions regarding their dogs, and an animal cannot be put down if an appeal has been filed. Hearing officers cannot label dogs "dangerous" if a victim is committing a crime when he or she is injured, abusing or assaulting a dog or unlawfully on a property.
