Lawmakers making second attempt to send AFSCME talks to arbitratorIllinois House Democrats on Thursday began another attempt at sending stalled state employee labor negotiations to an arbitrator, just a day after President Barack Obama delivered a speech to lawmakers emphasizing the need to compromise. Democrats on the House Labor and Commerce Committee approved a bill – vehemently opposed by Republican Gov. Bruce Rauner’s administration – to take labor negotiations to binding arbitration in the event contract talks have reached an impasse. The bill has not yet come to a vote before the full House. The Rauner administration has asked the Illinois Labor Relations Board to determine if talks with the American Federation of State, County and Municipal Employees union have reached an impasse, which would open the door for the administration to impose the terms of its last, best and final offer. AFSCME has said it wants to continue negotiations. The bill approved Thursday is similar to a bill OK'd by the General Assembly last year that was vetoed by Rauner.
