State official says he will drop light-rail funding if Virginia Beach has a referendum VIRGINIA BEACH -- If Virginia Beach decides to have another public vote on light rail, it will be left with the consequences: no state money. But on Saturday, three council members remained firm, saying they want a referendum, no matter what. In November, Transportation Secretary Aubrey Layne encouraged the council not to delay the light-rail extension, and on Friday, he bluntly said he’d have to take away the funding if there’s a referendum. “Should the City Council choose to have another referendum, I would recommend the Commonwealth Transportation Board revert the $155 million for the Virginia Beach Light Rail Fund back to the state’s high priority projects program,” Layne wrote to Beach Del.
