SALT LAKE CITY — Higher education leaders are once again aiming to keep yearly tuition increases on a steady decline, with an increase for next year of 2.5 percent. Whether that happens still depends on how lawmakers decide to prioritize and fund requests from college leaders through the remainder of the legislative session. Last week showed some promise for the goal. The Higher Education Appropriations Subcommittee approved a budget proposal Friday that would set aside almost $77 million in new money for Utah's eight public colleges and universities.
