Efforts to require a guilty finding before assets can be seized from suspected criminals failed in the Virginia House of Delegates Tuesday. House Bill 48, which would have required proof of guilt in order for law enforcement to seize and hold a suspect’s property, went down in the House of Delegates Tuesday on a 50-47 vote. Supporters of the bill argued that suspects have a presumption of innocence and shouldn’t be deprived of property based on suspicion.
