Republican state representatives are expected to announce today their own plans for reforming education in Detroit as two other bills that seek to do the same thing remain tied up in Senate committee hearings. The package of bills, to be announced at a news conference in Lansing, would address Detroit Public Schools' massive debt and concerns about academic performance. “We want to make sure that this kind of situation doesn’t happen again five or 10 years down the road," said Steve Heikkinen, media relations manager for the House Republicans, about the district's financial crisis. "We want the kids of Detroit to succeed. That's the thrust of the legislation." The proposal in some ways mirrors the legislation already pending in the state Senate. For instance, it would deal with the district's $515-million operating debt by splitting DPS into two entities: a "new" district to educate kids and an "old" district that would pay off the debt, according to a source with knowledge of the matter.
