CONCORD — The Senate Thursday voted 16-7 to kill a bill that would have assessed a fee on what political candidates, political action committees and advocacy organizations spend to pay for enforcing state election and lobbying laws. Senate Bill 518, would base the fee on the money the candidate, PAC or organization spent per election cycle. Under the bill sponsored by Sen. Dan Feltes, D-Concord, the first $5,000 in spending would be exempt, but a 2.5 percent fee would be assessed up to $500,000 and there would be a 5 percent fee on spending above $500,000. The money would be used to pay for enforcing the state’s election and lobbying financial disclosure laws, he said, and additional money would help create a civics education program.
